Do you want to make impact as Lead Global Risk Management Sanctions, where we as a cooperative bank can play a large role in protecting the bank and our customers against sanctions violations from a risk perspective.

You and your job

The Lead Global Risk Management Sanctions is hierarchical and functionally responsible for the Control Standards team “Sanction Risk Management”. One of the reporting responsibility is progress updates. Your key role is to effectively manage the end-to-end responsibility on the global Sanctions domain from a risk perspective. The transitioning from a reactive (detective) to pro-active (preventive) risk culture and set up a more robust control frameworks is an essential objective of this role. Engaging with FLM to ensure quality assurance in sanctions risk management processes and re-evaluate the risk profile and procedures/work instructions to prevent future lapses. Besides you provide thought leadership to the CAMS teams in defining the global standards for sanctions.

Next to that you will provide clear direction and support the team, ensuring that their work aligns with the bank's overall strategy and goals. You work closely with other Risk departments within FEC to align risk appetite and frameworks and also with the bank's operational teams to ensure that proper procedures are in place to detect and mitigate sanctions risks.


Practical Examples

  • Balancing risk management with business objectives is crucial to prevent prohibited transactions and activities while ensuring that the bank can operate effectively.
  • Identifying and mitigating potential risks in complex cases, which requires strong analytical and problem-solving skills to flag structural control deficiencies and develop effective risk mitigation strategies.
  • Contribute to SIRA for sanctions risks and define the RAS for sanctions function. Identify inherent risks for the bank globally for the sanctions domain and mitigate those risks by identifying key controls to being overall risks within agreed and defined risk appetite.
  • Define strategic risk profile and monitor all risks (including inherent and residual risks).
  • As Expert on the risk agenda have a deep understanding of the broader context of FEC within Rabobank.
  • Alignment and comprehensive approach to risk management across other FEC areas.
  • Define and implement the control framework for the global sanctions team.

Your top responsibilities

  • Responsible for the end to end Sanctions monitoring control environment for all business division and the continuity management on Sanctions operations and process.
  • Develop, implement and communicate a clear vision for the bank's sanctions compliance program, ensuring that it is understood and embraced by all stakeholders.
  • Stimulate and assure a strong risk culture on Sanctions that aligns with the bank's global strategic goals, regulatory requirements and Enterprise Risk framework.
  • Contribution to the develop and implement the bank's sanctions risk appetite framework, ensuring that it reflects the bank's global strategic goals and regulatory requirement and the global ownership of policy and procedures related to sanctions compliance.
  • Bring RAS up to the required level and use input from SIRA to perform risk assessments and align SIRA and RAS with Sanctions risks and key controls.
  • T ransitioning from reactive to pro-active risk management approach for Sanctions.
  • Communicate with the regulator on any incidents and breaches.

You and your talent

  • Bachelor or Master’s degree
  • 7+ years of leadership experience, preferably within the Sanctions domain.
  • Thorough understanding of the regulatory framework around Sanctions both within The Netherlands as well as the locations Rabobank is active.
  • Experience with working with regulating authorities and being able to respond to regulatory programs.
  • Ability to conduct complex reviews and investigations to identify potential risks and provide recommendations for risk mitigation.
  • Experience in standards setting and quality control processes.
  • Experience in setting up and implementing risk management controls and control frameworks.
  • Knowledge of SIRA and RAS and knowledge of Incident management (ORM, OPRI processes) and escalation to 2LOR and regulator.
  • Work under pressure with short lead times while maintaining focus on risks and quality control.

This is what we offer you

  • We are currently in process of grading this position. We expect the scale to be 11 (with a maximum of € 8.111,77) or SKA (with a maximum of € 10.893,42).
  • Thirteenth month's salary and 8% holiday allowance.
  • An extra budget of 11 % of your gross salary to be used at your discretion. Buy extra holiday hours, add more to your pension savings or ask for part of the extra budget to be paid out.
  • 100% reimbursement of commuting costs if you travel by public transport.
