Risk Manager Regulatory & Risk Framework

Financial regulation s are continually evolving and comprehensively shapes the financial services landscape. Managing the se changes in the Netherlands and abroad, providing a strategic and forward-looking approach to regulations and assessing the impact of proposed regulations on the operation s of Rabobank and our clients are critical priorities for Rabobank .  

The Regulatory Framework Team is owner of the Regulatory Change & Adherence (RC&A) framework, the supporting tooling and Policy document management. The team is charged with distributing the regulatory initiatives set by global regulators , with the monitoring of the RC&A process and regulatory reporting.   

Key Responsibilities :  

• Support and o ptimize organizational effectivity and efficiency of regulatory implementations .  

• Improve and simplify Policy document Management .    

• Maintain an ongoing regulatory and internal dialogue: d evelop and maintain excellent knowledge of regulatory developments ; maintain an effective network with relevant regulatory owners, policy document owners , regulatory experts and other stakeholders .   

• Support Regulatory Implementation teams in applying the RC&A process .    

• Maintain a deep understanding of the regulatory landscape, both in the European Uni on and in other key jurisdictions ; and use this understanding to identify potential challenges and opportunities for Rabobank's businesses .  

• Utilize regulatory relationships and interactions to develop a comprehensive and timely understanding of emerging changes in regulatory focus .  

• Report on regulatory implementations .   

You and your job  

As Risk Manager Regulatory Framework, you will be responsible for designing, implementing, coordinating and delivering on a number of regulatory topics. The position involves partnering with risk specialists from other CRO departments , in particular Operational Risk and Compliance and representatives from Rabobank’s business lines, subsidiaries, regions, but also Group Functions like Finance, Legal and Sustainability , to ensure timely and full implementation of current and forthcoming regulat ions. Specialist knowledge is welcome, but a broad interest in regulations and how that relates to the core activities of the bank, is a must .    

Practical Examples   

• Have conversations with implementation owners and regulatory owners ( senior managers ) of the bank regarding roles, responsibilities and expectations of the RC&A framework;  

• Monitor the effectiveness of the RC&A process;  

• Deliver tooling for the ‘lineage’ between new regulations, policies of the bank and the implementation of the regulatory requirements in the organization;   

• Or become the secretary of the  Regulatory Oversight Committee and support the s ecretary of Group Risk Management Committee , both senior risk management committees of the bank;

• Or become specialist in regulatory adherence reporting. Experience or interest in improving the reporting process by Power BI tools is a pre;

• PDM coordinator: gatekeeper of the Policy House Portal , improve policy document management , monitor and report on policy management related KPI’s.  

R egulatory & R isk F ramework team  

• The Regulatory & Risk Framework team is responsible for regulatory adherence, risk governance, risk strategy, risk identification, risk appetite, risk reporting (incl. BCBS #239)  

• We are a team with people that have broad banking and overarching risk management experience and assignment of responsibilities to individuals in the team will be based on personal interests, experience and availability

Regulatory & Risk Framework however has an oversight position, also collaborating with Operational Risk, Compliance and Legal to develop and maintain fundamental policies and standards not specific for a risk type.

You and your talent  

• Finance or Economics degree, or equivalent  

• Banking experience ( 2 + years )  

• Risk management experience    

• Strong stakeholder management skills  

• Project management skills are a pre  

• Understanding of a bank’s regulatory environment
