The opportunity

In the role of Head of People Services Benelux, it is your goal to b ring to life one ING employee experience throughout the employee lifecycle – Ensure that the People Services function delivers seamless, error free and timely back-office processes that meet and exceed employee expectations.

You and your team strive to d eliver continuous operational excellence by develop ing solutions that will improve efficiency for the employee and ING. Building and maintaining sustainable relations with the ING hubs team and external service providers to guarantee high performance.

In this role y ou closely c ollaborate to successfully convey the Global People Services Delivery Model and w ork with HR Business Partners and Communities of Expertise to standardise (local) HR operational processes, across units, wherever possible .

The team

As a head of People Services Benelux you have a hierarchical and a functional position.

The hierarchical position manages the Dutch People Services organization, consisting of approx. 100 FTE distributed over 9 teams and the Belgium and Luxembourg People Services organization has another approx. 90 FTE. The leads of these teams report to you. It is your mandate to help them grow, individually and as a team, and to get the multiple change projects done whilst keeping run activities happen according to agreed expectations. As a leader, together with the team leads, you manage the organization, both in terms of run and change. The management team consists of people having a mix of professional skills and leadership skills, whereas depending upon the role, the one or the other prevails. Culturally, the head and the team leads work together as one, where accountability and mandate on the role is combined with picking up actions to bring the whole to a next level.

Change projects are those initiatives making measurable impact to the organization of ING, where a strong emphasis is put on continuous improvement of employee experience within cost appetite.

From a functional perspective, within Market Leaders, you have two direct reports, being the heads of People Services Belgium and Luxemburg. The essence here is about delivering one solutions who fit the 3 organisations, rather than having them go their own way. The perfect example is the implementation of a new HR system (Workday), where all 3 countries will end up with one platform, one way of working and one set of promises to the organization of ING.

Roles and responsibilities

In leading the Local People Services Delivery function your focus is to ensure the team delivers and facilitates effective operational solutions to the Business. Key areas of responsibility include:

  • Ensuring and managing effective administration and execution of PS services in close cooperation with Central People Services located in the ING hubs of Katowice and Manila

  • Implement HR policies and procedures using simple and concise employee communication to all relevant stakeholders in the BENELUX region

  • Execution of projects and initiatives while ensuring operational effectiveness and accuracy of services

  • Increase team productivity by applying a higher level of automation and employee self service

  • Manage the Work Health & Safety governance, Workers Compensation governance and the Payroll processing from an organizational perspective

  • Drive the further integration of Local & Global People Services through close alignment and adherence in terms of implementation of the Global Process template and employee experience strategy

Decision making/ delegating authority

  • Implementing new procedures or processes in areas of responsibility

  • Updating policies to ensure legislative compliance

  • Priorities for functional areas of responsibility

  • Issue resolution on escalations from the team

Mandatory policies and procedures that must be adhered to in all roles include:

  • Human Resource policies and procedures

  • ING Minimum Standards for IT and risk management and all other relevant ING policies

How to succeed

You have a passion for innovation and a strong focus on delivering a state of the art employee experience. Furthermore:

  • Relevant professional accreditation Higher Education degree in Business, Human Resources, or other relevant subject;

  • Relevant experience in Project management process, k nowledge of relevant local legislation, operational excellence a plus;

  • 10 years plus in HR or other Business Service functions;

  • Strong data fluency and affinity with numbers and a good understanding on how data analysis and reporting support building the people agenda;

  • Experience in leading and engaging people;

  • Experience in building strong relationships with third party vendors and all relevant internal service providers to ensure the best outcome for the end-user;

  • Deep understanding of the HR service delivery model (Ulrich model) and how collaboration across functions is key in delivering value to the business;

  • Ability to work in an international context; and has had exposure to the agile way of working;

  • Experienced with risk management in a regulated environment.

  • Fluent in the Dutch and English language (both written and spoken);

  • Intermediate or fluent French is desired but not a must;

  • Sensitive to all organizational aspects, inside and outside vendor relationships;

  • Ability to assess the changing needs/trends and legislation (either organization or external environment) and identify the impacts and requirement amendments to HR policy and practice.
